The first thing you want to do is prepare the photo you'll put a border on. Instead of using an original copy or one that is printed on photo paper, I have mine re-printed on a normal card stock paper. This is important since we will be working with adhesives and heat which can destroy your precious original picture.
Now, I have this super thin double-sided tape. If you don't have one that is this thin, you can split a regular-sized one in half or based on your preferred thickness.
Carefully stick it around the edge of the inside of your photo as seen below to create your border.

Once done, just pull out the top layer of the tape to expose the adhesive. You can then pour your embossing powder. I'm using a gold one which would create a really lovely effect!
Remove the excess powder and run your heat tool over the embossed border.
Look at it after being heated up! It's just absolutely gorgeous!
Our gold embossed frame really came out so well that is doesn't only enhance the photo, but the entire scrapbook page layout it is placed on!
